Given the shared jurisdiction that exists in many areas (particularly trade, immigration and economic development), there is a range of avenues through which one can build valuable skills working in provincial or territorial governments.
Most provincial governments have ministries or departments that deal directly with intergovernmental or international affairs, protocol for visiting dignitaries and trade issues on which they frequently negotiate with the federal government. Territorial governments are interested primarily in the economic development, environmental and energy issues that fall within their purview.
